Article 3 - Officers

3.01 TITLES. The titles of the officers of the Minnesota Softball.

A. Commissioner

B. Junior Olympic Commissioner

C. President

D. Secretary

E. Treasurer

3.02 APPOINTMENT OF OFFICERS.

A. Officers, except the President, shall be appointed by the Commissioner and/or President, including vacancies created by resignation or removal of an officer. The President shall be elected by a majority vote of the Council at the Annual Meeting.

B. Removal. An officer may be removed for just cause by the Commissioner or two-thirds majority vote of the Executive Committee (defined below).

C. Upon resignation or removal of the Commissioner, the Executive Committee may appoint a new Commissioner by two-thirds majority vote.

3.03 COMMISSIONER. The duties of the Commissioner of Minnesota Softball are those promulgated by Minnesota Softball and shall include, but not be limited to, the following:

A. Shall serve as chief officer, administrator, and director of Minnesota Softball and to all youth association representatives affiliated with Minnesota Softball.

B. Shall be the liaison of Minnesota Softball and the current softball association affiliated by Minnesota Softball.

C. Responsible for collection team registration fees, tournament, fees, sanction fees, and fees/dues owed to Minnesota Softball.

D. Responsible for paying team registration fees, sanction fees and any other obligations required to run the softball program of Minnesota Softball.

E. Direct the policies of Minnesota Softball.

F. Shall assign tournament locations and set dates for all championship softball tournaments.

G. Shall call, open, preside over, and close meetings/sessions of Minnesota Softball, the Council and the Executive Committee (except in proceedings of the Executive Committee to consider removal of the Minnesota Softball Commissioner).

H. Appoint all committee members for Minnesota Softball.

I. Perform such duties as may be necessary for the proper and efficient conduct of the affairs of Minnesota Softball

J. Shall attend the national meeting of the current softball organization affiliated by Minnesota Softball and any other required meeting involving the Minnesota softball.

3.04 JUNIOR OLYMPIC COMMISSIONER.

A. The Junior Olympic Commissioner has ultimate responsibility to verify the classification and eligibility of all teams wishing to participate in any Minnesota Softball event.

b. The Junior Olympic Commissioner retains the right to reclassify any of their teams based upon that team’s performance in any tournament(s).

3.04 PRESIDENT.

A. Shall call, open, preside over and close meetings/sessions of Minnesota Softball, the Council and the Executive Committee.

B. Shall assist the Commissioner in the appointment of other Committee members. Preside over, and close meetings/sessions of Minnesota Softball Membership, Competition Committee.

3.05 SECRETARY.

A. Shall record the minutes of all meetings of Minnesota Softball.

3.06 TREASURER.

A. Shall receive, maintain, and disburse Minnesota Softball funds.

3.07 DEPUTY COMMISSIONERS.

A. Shall serve as the principle liaisons between teams, managers, leagues/associations, Minnesota Softball Representatives, and the Commissioner.

B. Address questions from Minnesota Softball members involving the Minnesota Softball By-Laws.

C. Register teams from leagues/associations affiliated with Minnesota Softball.

D. Certify Championship Roster and pick-up player forms by deadline prescribed in these by-laws.

E. Assist the leagues/associations in training the Tournament Directors. Conduct pre-tournament meetings with each Tournament Director to assure they know the duties and responsibilities for conducting Championship/Sanctioned tournaments.

F. Assist league/associations in conducting annual coaching clinics.

G. Other duties as may be assigned by the Commissioner and JO Commissioner.

H. Provide the Commissioner and JO Commissioner with all tournament game scores and final brackets.

3.08 UMPIRE ADMINISTRATORS.

A. Shall serve as Umpire in Chief (UIC) and assist the Deputy Commissioner(s) and Tournament Director in organizing, conducting Championship Tournaments, and other Minnesota Softball tournaments sponsored by the leagues/associations.

B. Serve as UIC at championship tournaments or assign a UIC. Shall appoint qualified umpires to participate in championship tournaments.

C. Assist the Commissioner and Tournament Director in scheduling, setting time slots and conducting the draw of Championship Tournaments or other Minnesota Softball tournaments sponsored by the Minnesota Softball.

3.09 TOURNAMENT DIRECTORS. Each league/association shall appoint a person to serve as the tournament director of that league/association. The tournament director shall perform the following duties:

A. Assist the Deputy Commissioner in running the tournaments assigned to their league/association.

B. Secure a copy of the final bracket, score books and all game scores and provide same to the appropriate Deputy Commissioner.
